Insurance In The New Year
Insurance has been around for nearly 4,000 years. Of course things have changed since the Roman traders in the 2nd millennium BCE paid lenders an additional amount to cancel their debts if their goods were lost. But the basic principle of insurance remains the same - protection against loss. So what does 2011 have in store for insurance that is new? Quite a bit, actually.

Good News On Premiums
Various plans to hike health insurance rates have been stillborn. Health insurance company Aetna planned to raise premiums by up to 19% but had to withdraw the proposal when it found that justification for the rate increase was based on a bunch of clerical errors. The state Insurance Commissioner is now reviewing premium increases for individual insurance policies and the review of Aetna proposal found the company's calculations to be defective. How much they were off the mark is not known as the proposal was withdrawn as soon as the review results came out. And this is not the first initiative to raise health insurance rates that has hit a brick wall.

Last April, WellPoint proposed an increase in individual health insurance rates by as much as 30%. Once again the proposal was based on the rising costs of medical care. In this instance it was a case of both a huge increase and bad timing going against the company. President Obama used the WellPoint proposal as an example of why a new health care system was needed. The press gave this story a lot of prominence and the resulting bad publicity was the last thing the company wanted.

Health insurance companies are still planning on rate increases based on rising medical care costs, but are worried that any increase will affect their business. The Insurance Commissioner's idea of posting future rate increase proposals on his office's website to enable the public to see what insurance companies want to charge them should also keep future increases under control.

Californians should save substantial amounts on their medical coverage. This may be a good time to think about using these savings to increase your health and other insurance coverages.

New Laws in 2011
The New Year brought with it 725 new state laws. To have a look at all the new laws and see if any affect you, go to leginfo.ca.gov.

There are two that are insurance related and which may result in substantial savings on individual insurance rates:

• Law AB119 is aimed at ensuring gender equality in insurance by preventing insurance companies from charging different rates for men and women for identical coverage.

• Law AB 1871 allows car owners who are not using their cars to lease them out without the need to buy additional insurance.
